Why They Matter
Open instruction sets become strategically useful only when companies can turn them into reliable cores, tooling, and customer support. InCore matters because it works at the processor-IP layer where India has technical talent but few product companies. Its commercial test is whether RISC-V cores and design automation can become repeatable licensed products.
